How is the CEDS developed?

  1. The Planning Organization (OSTOED) appoints a working CEDS Committee. The 2014 working CEDS Committee is made of public officials, community leaders, representatives of community development boards, representatives of institutions of higher education, business owners, and private individuals. Current members: David Mills, Jake Little, Alfred Leftwich, Tom Poor Bear, & Advisory is Jackie Siers.
  2. The Development Planner gathers survey input from all 54 communities of Oglala Lakota Nation in its 3 counties and 9 districts.
  3. The CEDS Committee prioritizes projects based on community members guidance provided by the community input surveys.
  4. The Development Planner develops and submits to  the U.S. Department of Commerce Economic Development Administration (EDA) a CEDS that complies with 13 C.F.R. § 303.7

  6. OSTOED obtains approval of the CEDS from EDA
  7. OSTOED submits a copy of the CEDS, which includes recommendations for policymaking, to the Tribal Council
  8. Each year, OSTOED submits to EDA an updated CEDS performance report. Any performance report that results in a change in the technical components of the EDA-approved CEDS must be available for review and comment by the public for a period of at least thirty (30) days prior to submission of the performance report to EDA.
